We know of 8 public locations in downtown Hiroshima (or nearby) that provide internet access:

I Love You - Multimedia Station  (link to their Japanese page)
The largest internet cafe in Japan.  Just opened in April 2000 next to the Hiroshima station.  Open 24 hours.  97 computers.  6th floor of the Giga Bookstore.  From the main entrance of the Hiroshima JR station, walk past the Asse Department store and you'll see the new bookstore on your left.  Elevators are located on the far end.  Prices: 300 yen per year to join, and 500 yen an hour to use.  Free drinks!  They are opening a similar internet cafe near DeoDeo very soon.

Manga Internet Access Center    (hours: Sun to Thurs: 9am to 11pm, Fri & Sat 9am to 7pm)
400 yen per hour internet access.  Library type setting.  No food served (although there are plenty of Okonomiyaki stands just outside the door).  Located on the south side of the Hondori Mall between Parco and Douter coffee.  Entrance is on the right side of the Lucky Pachinco Parlor.  Look for the little owl on a green sign.  Take elevator to the 4th floor.  Warning, smoking is permitted in this shop.

Caesar's Nine Internet Cafe  (hours: 11:00am to 2:00am.  Closed on Wednesday)

Just opened in May of 2000.  20 computers.  4 playstations.  0 yen to join, and 400yen an hour to use.  Internet cafe, pool bar, and restaurant, all in one place.  From noon to 3:00 pm, they have daily lunch, pasta, and curry and cost you 700yen for each.   Find PARCO and walk west down the Hondori mall towards Anderson.  You'll find a Pachinco Parlor called Lucky on your left. The Internet Cafe is on the 3rd floor of the same building..

Hiroshima International Center (hours: Tues to Sat: 9:00 to 20:30, Sund: 9:30 to 18:00, Closed Mon.)
Address:  Crystal Plaza 6F of Naka-machi, near ANA Hotel,  8-18 Nakamachi, Naka-ku. 
Telephone:  082-541-3888.  Internet access is Free.  Hotmail and MyYahoo email are permitted.  Time limit: 30 minutes per use, per day.  Foreign visitors must show proof of identification including a photograph, such as a passport, Alien Registration Card or Student ID Card.

Deo Deo Internet Access – We heard there is internet acess at the smaller DeoDeo electronics shop (not the main branch near Sogo). Walk down the narrow street along the right side of DeoDeo. Keep going until you see Lawson on the corner.  DeoDeo is also on that corner (just before Lawson). Internet is on the 5th floor, near the "down" escalator.

Hitachi Builidng - There are some free internet access terminals at the Hitachi building at the corner opposite the big Sogo department store near Rihga Royal.  From the Sogo corner, cross the street heading east, towards the Hitachi building.  Walk along the front of the building (streetcar side) and go through the first glass door on your left.. it says internet access in Japanese on the door.  Just ask for "intaaneto akusesu?"  They are closed on weekends.  The terminals' use alternates between class and public internet access.  It's touch and go, but most people we've talked to have been permitted to log on there with no problem.

Hiroshima Yume Plaza - 4 computers with free internet access.  No email permitted.  From Andersen's on the Hondori mall, walk toward the Parco department store end.  The shop is about 8 buildings down from Andersen's on your right.  The sandals and food for sale up front don't give you the impression that there are internet terminals inside.  The computers are in the back on the left.  They have those cool flat screens.

Wing Club Restaurant (hours: Tue.,Wed,Thu., and Sunday: 6: 00pm to 11:00pm, Friday and Saturday: 6:00 p.m to midnight.  Closed on Monday.  Address: Connection 9 building 2F, 3-4-1 Yokogawa-cho, Nishiku, Hiroshima Phone: 082-294-7966.  Yokogawa is a 10 minute bike ride to the northwest of downtown Hiroshima.  You can also take the JR train or streetcar directly.  The Wing Club has 5 computers with free internet access for customers (food and drink purchase required for use.. )
